It all depends on the chemical make-up of this litter. If it were a newspaper, possibly from a bag of chips (that’s fries to you Americans), then it would be easy to recycle if a recepticle is near to the site.
You said you saw apiece of rubbish on the ground. How would you know it was rubbish until you actually picked it up? I think you have made it up.
Yesterday I spotted a person walking down the street. They paused to throw some rubbish on the sidewalk. I quickly repositioned myself to where they stood and reprimanded them. They ignored me and walked away. I stood there for a moment considering my options. I decided not to pick up the rubbish because the bacteria could have gotten on my mittens.
